If I "Change protection" for a page I can only choose between those user groups:

• Allow all users
• Allow only autoconfirmed users
• Allow only sysops

How can I add the bureaucrats to this menu?

I found Manual:$wgRestrictionLevels but I'm afraid it doesn't solve my problem.

Have you read the details part of Manual:$wgRestrictionLevels?? There is explained, how you can add your own protection levels :)

I read it - now I also tried it ;)

It works with the following code:

$wgRestrictionLevels[] = 'Buerokraten'; 
$wgGroupPermissions['bureaucrat']['Buerokraten'] = true;
$wgGroupPermissions['sysop']['Buerokraten'] = true;

Yep, that's how it should work :P
