The Navigation-Popups gadget (which I've used as an editor for almost a decade!) is packed with editor-focused features. Also, the 3 or 4 volunteer devs who currently maintain the gadget, have been wanting to rewrite it from scratch for many years, because the current codebase is a bit of a mess. This Hovercards extension, is intended to be the start of an eventual integration, but it will take a long time to recreate all the complex editor-features, whereas the simpler reader-focused features are already mostly ready.
Or, to put it in other words... See File:HovercardsSettings_V2.png for reference - If you click the Hovercards settings-icon, as an editor who has navpopups enabled, you'll see those 3 options. Eventually, the 2nd 'Advanced' option will no longer point to navpopups (as it does now), but will instead just activate an 'advanced-hovercards', which will be functionally the same (except faster, and easier to translate, and not buried in the gadgets menu). That's the plan/hope, at least.

Okay, fair enough - but why is Hovercards so messy atm? Why is there an incomplete second sentence in your example (John Henry Newman: "He was known" - for what?). With Navpopups, that worked. Also, in the German Wikipedia for some reason the time and place of birth and death are not shown. Why?
For the incomplete sentences, that should be resolved once phab:T67845 is fixed. (Adding "..." to the end of the extract).
For the content in brackets that is removed, please see the explanation & discussion at Topic:S6q53exrf5ir908w. This is a design trade-off, because the more accessible large text size makes it difficult to include a longer excerpt in the current size. They're continuing to think about how to resolve these issues.
