I'm not sure, if "Allow other extensions to use OutputPage before outputPage generates script and style tags." still fits the purpose of the hook correctly. The comment in the file says "Allow modifications in mobile only mode". Maybe we should usage something like that, which shows, that the hook is only called in "mobile mode"?
