[WE6.2.3] Create a new deployment UI

If we create a new deployment UI that provides more information to the deployer and reduce the amount of privilege needed to do deployment, it will make deployment easier and open deployments to more users

    • Last week: we had an offsite where we reaffirmed that this interface is a good idea alongside other teams.
    • This week, we got next steps for integrating the deployment UI with IDP and we'll start on that in the new year.
