[WE6.2.3] Create a new deployment UI

If we create a new deployment UI that provides more information to the deployer and reduce the amount of privilege needed to do deployment, it will make deployment easier and open deployments to more users

  • Current focus is on running the components of the SpiderPig deployment UI as services so they're always available to serve web traffic.
    • There is a configuration management change that is running in the beta cluster that runs the components as two services.
  • We're working on next steps of integrating IDP.

    • There's a draft merge request scap!608 to finish out the Codex work and update the JobView page.
