[WE6.2.3] Create a new deployment UI

If we create a new deployment UI that provides more information to the deployer and reduce the amount of privilege needed to do deployment, it will make deployment easier and open deployments to more users

  • The deployment UI has been deployed to beta spiderpig.wmcloud.org. This is useless for deploying patches to beta, but this will enable us to test puppet changes needed to daemonize parts of spiderpig and work on single-sign on.

    • Some of work to use Codex components for main page are merged as of this afternoon (scap!575)
