To expand: I believe the reason people have chosen to upload things here instead of Commons is because staff members have gotten flak for uploading mockups etc. that did not conform to the exacting copyright requirements enforced on that project. Where possible and necessary I've migrated content to Commons, but the root of the problem is that designers would rather not waste time arguing with Commons admins about say, the presence of the Wikipedia logo in a screenshot.
