The use of @stable doesn't have any effect in frontend code. Perhaps in a future iteration of the frontend stable policy this could be replaced by "Publish visible documentation on docs.wikimedia.org" and use @ignore for code that shouldn't be consider stable. I think https://phabricator.wikimedia.org/T138401 would be a blocker for doing this and we'd need to revamp our approach to published documentation (e.g. only publish content that is stable rather than publish everything).
