We were on a test server, using test.domainname.org. When we migrated back to the www.domainname.org, the option opened up. We had to tweak a couple more things, but we eventually got everything running normally. We suspect the test.xxx domain issue was the root cause, somehow? Never did fully identify the problem.
We see Citoid installed in Special:Version. VisualEditor is running. We see the Cite button at top. Under "Manual," all our citation templates work. But the "Automatic" tab is grayed out. I've looked everywhere but haven't found anyone else having this problem.

Our backend guy found this thread (https://phabricator.wikimedia.org/T261316), but it's not helpful to us. As noted, verified everything is working under "Manual." All our mappings in templates appear to be working, because when we try to add a manual citation, it correctly maps everything and effectively adds a manual citation. So we think everything is configured properly.
