I took a pass through the document and have a number of questions and comments. It seemed easier to comment in-line, so I converted it to a google doc; please ignore the imperfect formatting. What I would want out of a new process is: to make it resourced, to make sure no one feels blocked or aggrieved after going through the process for a decision, to enable everyone to get their work done, to get good decisions made, and to really include as many people over time as possible, so that we all (if we want) gain some ability in this area, so please read my comments with that context in mind.
