I would love to start a discussion on Japanese Wikipedia for enabling this tool as a beta feature, but there is one missing piece that makes this not feasible. Namely, the tool currently seems to add <space>~~~~
to the end of the message, while in Japanese Wikipedia all messages end with --~~~~
(i.e. two hyphens in front of the signature, with no space characters before or after the hyphens). We cannot enable it if this customization is not possible.

I visited 10 pages via w:ja:Special:Random/Talk, and there is an unusually high (not quite 100%, but more than 75%) use of the style described here.
ネイ, at this moment, that customization is not possible (because it is early, and they are not finished testing yet). I will file the request, so that they can consider building it later.
Thank you for filing it. This style is also stated in w:ja:WP:SIG, so I believe it is correct to say the style is a community consensus.
@ネイ, this is supposed to work now. @Tacsipacsi was thinking about trying it out at the Hungarian Wikipedia. If it works for them, then you should be able to copy what they do.

There seems to be a bug related to this: phab:T270259. If the sentence ends with a link, then that link may "leak" into the signature. I believe that the same problem will appear in wikitext, so it is not specific to the Reply tool.

I have not heard similar feedback; since this error only occurs on comments ending bare links, it does not sound too serious to me.
