This article at en.wiki was apparently created using this tool. If you look at the wikisource for that article you will see that all of the en:Help:Citation Style 1 templates are not stored as templates but are stores as raw html. This is wrong. There is a similar problem described at phab:T209493 though that phab task is about copy/pasting named references using the abomination that is ve, but since the symptoms are similar, perhaps if the translation tools share ve code...
