I have tortoiseSVN installed. below error I am getting
Unable to connect to repository at URL
connection Timedout

You can post this in a place which is about Blender. mediawiki.org has nothing to do with Blender.
It might be a good idea to relabel that button or link (Support desk for Mediawiki Software). Although considering that users don't read anyway, it probably won't help much. A more sensible approach would be to create a gadget to ask people what exactly they want to post about here, and direct them elsewhere if it is not a mediawiki matter.
