Thanks @Whatamidoing (WMF) - I added (using script) marking for missing config in all wikis that lack settings. Now we need local volunteers from small communities to create it...
That's about three-quarters of them, and I suspect that most of those are missing most of the other pieces, too.
That particular json file might be amenable to script-based creation. The translations for the user-facing words are at https://translatewiki.net/w/i.php?title=Special:Translate&action=proofread&group=ext-cite-visualeditor&language=he&filter=translated%7C%21reviewer%3Anull%7C%21last-translator%3Anull (available in about half the languages, I think). What do you think?
Yes it can be created by script where name comes from translatewiki, icon is known and template based on wikidata sitelinks which is usually but not always same as enwiki ( https://www.wikidata.org/wiki/Q5637226 ).
