And...? Does that mean that if something is translated it can't be modified ever again?!

Look, steps 4, 5 and 6 are *repeating* what was said in the paragraph just above them, and that holds true not only for Japanese but for all translations available ATM. However, the fact that translations were made from a poor reference text doesn't mean the reference shall remain untouched in such a pitiful condition forever (and thus encourage pitiful translations, too). Either there's something exceedingly mysterious about the Japanese language that you fail to explain so a foreign person can understand, or you're just wasting my time in the worst possible manner.
You're a language admin so you MUST be aware of the fact that things aren't set in stone, especially in a wiki FFS.
