On Manual_talk:User_rights#Project:OAuth_administrators I've mentioned that phabricator-production [1.0] showed up on Special:OAuthManageMyGrants for me, but it's not listed on Special:OAuthListConsumers. As this stuff is not yet documented this might be as it should be, but it still surprised me, because I declined to register a phab: account so far. Apparently the connect app business is handled before the login.

Interesting, and thanks for paying attention to these details. I wonder, is this problem coming from Oauth or from our Phabricator plugin? Once we know, this problem should be reported against the right component.
Based on some documentation—made up out of thin air and Help:OAuth—phabricator-production 1.0 should be registered on Special:OAuthConsumerRegistration/propose by its author (maybe you), and one of the "OAuth administrators" with the mwoauthmanageconsumer
right can approve it on Special:OAuthManageConsumers. After that it's shown on Special:OAuthListConsumers for all (unclear) MediaWiki projects.
The fix discussed on m:Tech#OAuth_administrators got rid of the local group on Special:ListGroupRights also here, where it actually exists.
