Currently the page says "In MediaWiki 1.24 it will come back - no longer as an extension, but as a real skin - with several improvements. See git clone https://gerrit.wikimedia.org/r/mediawiki/skins/Nostalgia", but that link just shows "Not Found". please fix either the link or explain why it's gone? I removed this for now, the skin repository is currently being migrated (see bug 61256). I'm not planning any functionality changes though, just some boring cleanup.
All cleaned up now.
Any way to get it to work on MediaWiki?
This skin definitely works and is deployed on https://nostalgia.wikipedia.org/. Not sure why the link above doesn't work, but the skin page has up-to-date download instructions and links.
Where the link has just "/r/" it should be "/r/p/". That gives you this: https://gerrit.wikimedia.org/r/p/mediawiki/skins/Nostalgia but only shows open patches. I think better would be https://gerrit.wikimedia.org/r/#/q/project:mediawiki/skins/Nostalgia,n,z which shows all changes.
