We can done a fixed head in Vector as well, please see my CSS code to do this - en:User:Rezonansowy/scripts/FloatHead.

Jorm (WMF): I really hope it will be considered a separate skin, as it is even more different from Vector than Vector was from Monobook...
Jay8g: It will not be a separate skin. It's being implemented as an extension to the existing one.
But do we need a separate design for it? I suggest we should create an effort to enhance the current Vector skin.
Winter's current paper milestones and proposed alternatives in Vector:
- Fixed Header - we can use FloatHead.css
- Larger Search Area - this could be done with CSS as well (see my commons.css)
- Minimized User Actions Area - see mockup File:New Menu.png
- No More Blue Border - CSS, this could be customized by any wiki itself (see http://nonsensopedia.wikia.com)
Rezonansowy: It may help you to know that a great deal of this development work has already been done. We have some specific goals in mind for these changes which require a more holistic approach to the implementation; just attaching stock/pre-built css modules isn't going to solve the problems.
