Hi, you may have missed that, but mobile site rewrute has been removed from proposed projects list as WMF now believes that this project is too huge and is currently hiring a full-time developer to do that. You'll have to pick another project.

Max is right. Also: in order to have your proposal considered for Google Summer of Code, you need to formally submit it at http://www.google-melange.com/gsoc/org/google/gsoc2011/wikimedia. The deadline is the 8th of April, 19:00 UTC. Please revise your proposal, ask us for feedback in #mediawiki on Freenode or via the wikitech-l mailing list, then submit! Thanks.
