Welcoming unwelcomed users

Do you want to welcome them even if they are inactive, or would it be ok to, say, welcome them the next time they login/visit the wiki?

I would prefer to be able to welcome them even when they are inactive since I would like them to encourage them for editing by welcoming them.

Will you make it possible?
