The account request process fails at step one. The error message is "Reporter: Reporter is required".

I did, but the error

Reporter: Reporter is required

is thrown; yet there seems to be no Reporter field available.
(I've also tried CreateIssueDetails.jspa via browser URL from a logged in state.)
(I've also tried to create an issue that creates a toolserver account,
but no Acct Creation issues are offered from my Jira homepage. )

What I need is to request a toolserver account. My Jira acct is "cpiral".

Error message
