It seems that the intro to this page needs a little more explanation, with perhaps a link to a longer explanation. It would appear that "Specs" refers to the Parsoid HTML format. I'll leave further comment on T112999

I disagree with your view of the scope; Specs/wikitext/1.0.0 for instance will eventually formally specify wikitext. I think more detail would be helpful, though, yes.
