Sadly, no, but the instructions for using it are pretty well documented in the README file: https://phabricator.wikimedia.org/diffusion/1881/browse/master/README. The debian port that I use on Wikimedia Cloud Services is at https://github.com/cicalese/debian_wikifarm. There are a couple of things I need to do manually on Wikimedia Cloud services after running the scripts; I haven't had the time to fix the scripts. In particular, the internal server hostname x.eqiad.wmflabs needs to be changed in mediawiki/WikiFarm/Server.php to x.wmflabs.org. And, the ini file for luastandalone is set for apache2 automatically but not cli. I stopped working on evolving these scripts since the NASA meza work handles a few things (e.g. load balancing) that these do not. And, since I no longer managing customer-facing wikifarms as my day job, I haven't had the time to continue to invest effort in them except for my own convenience. However, a lot of work went into them that I'd love to see benefit others.

Does the registration include accommodation?

If not, can any locals recommend something cheap nearby? I was thinking about staying at the HI in Washington for an extension of the trip to see the sights, but that might be far to go each day, or is it?

No, registration does not include accommodation.

The conference site is one block from the new McLean Silver Line Metro station. I am not familiar with the HI, but if this is it, it appears to be 3 blocks from the Metro Center Metro station. Google tells me that the trip would be about 40 minutes by Metro.
