Set $wgBlockAllowsUTEdit to true to allow blocked users to edit their talk pages (so that they can request unblocking, for example).
This will add an "Blokada edytowania własnej strony dyskusji" checkbox on Special:Block, unchecked by default (see Podręcznik:Blokowanie i odblokowywanie).
If it's set to false, the checkbox disappears.
