Kiwix/ZIM incremental updates/community bonding reports

As part of the community bonding period, the zimcheck tool was developed. The zimcheck tool can be used to to determine the quality of a ZIM file. It is currently hosted here: https://github.com/kiranmathewkoshy/zimcheck The entire tool is written in C++.
