the insert page drop down function appears but the insert button remains gray not blue not enabling function
Hi! Are you talking about the "Pages" option in the "Insert" menu? If yes, could you please give us a link to the affected page and the name and version of your web browser?

Well, when I try to add page to my sandbox, I still get the grey button FWIW. (I'm on Safari right now.)
hmm, on firefox and ie, i'm showing gray out of all VE functions, and no menus dropping down

ok, the insert button is now grayed out for me. on chrome. i will resume wikitext editing until further notice.
i see the gray out "save changes" button on commons, and english wikipedia. drop downs not enabled, but help ? over to [[]] works
the drop down menus first appear enabled black, then when you clock on page they turn gray unenabled.

insert menu is working on commons for "insert template" on commons save button is gray until template selected them change to blue

Possibly due to some upstream work we did on disable the insert button when no changes have been made. Will have a look.

If I want to give a conclusion summary after visual editing in wikitionary.de I am offered some special characters in the field "Einfügen" below. But I am not able to click them.

Please do not apologize for using English here! I don't understand German, but I think your English so far has been great and enough for anyone to understand what the problem is about. Now I'll gather info on what's happening there.
So far what I can say is that the way the Polish Wikipedia has made it possible to add stuff to the edit summary is via a gadget: https://pl.wikipedia.org/wiki/MediaWiki:Gadget-edit-summaries.js .
So, the "charinsert" tag at https://de.wiktionary.org/wiki/MediaWiki:Wikimedia-copyrightwarning evidently doesn't allow for those special characters to be added to the edit summary.
If you need the special characters when you are editing any page, you can simply use the Special Character menu (the Omega button on the toolbar). You probably want that set of characters to be added to the Often Used section, though. There are instructions at https://www.mediawiki.org/wiki/VisualEditor/Special_characters to help you create and configure https://de.wiktionary.org/wiki/MediaWiki:Visualeditor-quick-access-characters.json .
Instead, if you wanted the special characters to be added to the edit summary, I think you need some kind of JavaScript gadget or something, like the one I linked above.

Volunteers should probably include Tpt and Coren, but It'd feel a bit cheap to not mention staffers Catrope, Jdlrobson and Jdforester who spent much of their Hackathon time to help us despite the high demands for their attention. :-)
You got the namespace thing right.
What would be the first place for you and User:Tpt to get feedback about your work? A specific Wikisource, here, Phab, your talk pages,...? Maybe this comment should actually live here. May I recommend we keep this page as a centralized venue for the related conversation from now on? :)
Currently we are using Phabricator and tag tickets with both VisualEditor and ProofreadPage (or Wikisource) projects. If you prefer to have an on wiki page, this one is good :-) (or an other if it's easier for users).
We should also thanks User:ESanders (WMF) who have done an amazing work on the support of Wikisource's Page: pages.
