This just refers to section in Wikimedia projects, see Help:Section.

please refer to in the article, not on a talk page.

There's no need for it because a) everybody here knows what section refers to, partly because it's self-explanatory b) you can add it yourself.

Is it possible to stop section summary's populating on edit? at the moment if i click edit next to a Level 2 heading (for example) an auto summary will appear. Is it possible to have this summary be blank? Further to that, the comments here: https://stackoverflow.com/questions/16158915/make-summaries-mandatory-in-mediawiki by palec work for editing pages as a whole, but not for sections. Is it possible to force summary's for sections?
