Special:CreateLocalAccount is a special page that can be used to create and attach a local account for a global user who is prevented from auto-creation locally.
The special page requests a username and reason that will be publicly logged into the new account log (with the forcecreatelocal
subtype).
An example use of this special page is a case where a user may create their account and start editing on another project but their IP/IP range is account-creation blocked for valid local reasons. Instead of creating a separate global account using Special:CreateAccount, local administrators or stewards can use Special:CreateLocalAccount to create and attach a local account into the already existing global account, and possibly grant the IP block exception group.
