The parameter title / pageid

What do the parameters title / pageid mean? After all, this operation converts text that I sent in a certain encoding and returns in another encoding, so what does this parameter mean?

I don't see any changes happening on the specified page after sending the API.

I also encountered a strange phenomenon: when I converted wiki code to HTML, sometimes one of the resulting HTML elements had a property that was set to the name of the page I entered.
