Why do I get for https://de.wikipedia.org/w/api.php?action=query&meta=globaluserinfo&guiuser=Moncente%20Galo%20Magda%20de%20Garc%C3%ADa%20Le%20Vivera%20Regismael%20de%20Policia%20Revoredo%20M%C3%B3nica%20Lozano%2067&format=json&formatversion=2 the following error message?

Invalid value "Moncente Galo Magda de García Le Vivera Regismael de Policia Revoredo Mónica Lozano 67" for user parameter "guiuser".

List global users

If I understood correctly, list=globalallusers can only retrieve information about a single account or about a run by lexicographic order (alphabet sorting). How is it possible to get once something like action=query&list=blocks can serve?
