• ULS gear icon is 14px, darkens on rollover
• Echo Preferences gear is also 14px, but it is lighter and doesn't darken on rollover, bug 50843.

The command line

 find . -name 'cog*.??g' -o '[Gg]ear.*.??g' \
         -o -name '[Pp]references*.??g' -o -name '[Ss]ettings*.??g'

finds a dozen cogs and gears and other icons for preferences and settings.
