Remove from RelEng's Gerrit group (which gives Administrator and wmf-deployments by inheritance)

- Remove from kanban Herald rule: H229

- Remove Cloud VPS projects:

- Remove from releng team: https://cloud.digitalocean.com/account/team
- Delete any unused resources
