Vanishing hlist styles

This is a div with nomobile class and two valid TemplateStyles tags in it (Template:Plainlist/styles.css and Template:Flatlist/styles.css).
This is a div without nomobile class. It has a plainlist and an hlist in it which uses {{Plainlist}} and {{Flatlist}}, which use the above TemplateStyles tags. The plainlist displays the bullets on the mobile site - when it shouldn't, and the hlist gets its styles on from core, rather than relying on the local definition.
