It’s case sensitive by default and the Japanese template name is like information. Search for insource:/…/i (see #insource: section).

Beside the mentioned false negative file, there is also a false positive file in the results, namely File:Anemochory.jpg resp. File:Vincetoxicum rossicum seeds.JPG which does not contain two {{Information.
I don't get those in the search results.
i can confirm that this is no longer the case but it was when i was running this query that day. I would ignore this and focus on completeness.
